We want to explore a lot of political themes, and even have a header, Diplomat, designed to do that. But also there is some level of safety being in Rick's. Rick's isn't the seat of the British government, so Egyptian rebels won't assume that everyone with a British accent is their oppressor. A British character can decide to help the rebels, and while their background will impact their interactions, it won't DEFINE them. And who knows, there may be some Germans or Ottomans that show up at Rick's, and their guinnies are as good as the next guys.The short answer is that a political character should always have some interesting people to interact with
